IFCSAP welcomes Naga peace accord

Itanagar, Aug 06: The Indigenous Faith & Cultural Society of Arunachal Pradesh (IFCSAP) has welcomed the Peace Agreement between Government of India and NSCN (IM). The Agreement has been historic and has reached after long years of bloodshed by the Nagas and hope this new Peace agreement will help in restoring peace and prosperity in the state of Nagaland and neighboring states, it said in a release.

Orgs condemn alleged murder

ITANAGAR, Aug 6: The All Tani-Tator Area Welfare Society (ATTAWS) has called for the arrest of the culprit/s involved in the death of an assistant teacher at Mechuka claiming it to be a murder.

Highest degree of punishment should be awarded so that it becomes exemplary for the rest of the criminals, it said in a release.

The Intellectual Activist Movement of Dumporijo has also called for initiating steps for early arrest of the culprit/s involved.

It further said that failure to crack the case would compel them to initiate its own course of action.

PS recommends PWD transit office to be closed

ITANAGAR, Aug 6: Parliamentary Secretary PWD, Alo Libang has recommended that the transit office of PWD Mariyang division at Pasighat be closed and the staffs and officials of the transit office be shifted to Mariyang with immediate effect. The matter was made known to the PS by Thomas Borang, a local leader of Mariyang, who informed that the PWD office at Mariyang is running with only one peon and a mohari. He further informed that the people of the sub-division have to travel to Pasighat to meet the engineers and for office works.

Mariyang, ADC headquarters in Upper Siang district is well connected with all the basic facilities. It is about 90kms away from Pasighat, the district headquarters of East Siang district and 52 kms from Yingkiong the district headquarters of Upper Siang.

Mortal remains of Army martyr laid to rest

AALO, Aug 06: The brave Army man of West Siang, Subedar T Seram (53) of Headquarters 26 Sector of Assam Rifles (parent unit 39 Assam Rifles) in Manipur who died on duty was laid to rest at his native place Pangkeng under Jomlo circle of Rumgong subdivision recently. Late Seram had an illustrious career of 35 years in Armed Forces.

Earlier, his mortal remains were received at his native place with military escort. Besides the family members including two brothers, his wife, three sons and daughter, a large number of civil and army personnel were present on the last rituals of brave army man.

Floral wreath was laid by Officiating Commander, Aalo Military Station on behalf of General Officer Commanding 56 Infantry Division and other junior commissioned officers present of the occasion. A Guard of Honour was given by the troops in honour of the Army martyr. DIPRO

Social service conducted

ITANAGAR, Aug 6: The All Pakke-Kessang Pijeriang Dissing Passo Seijosa Students' Union (APPDSSU) conducted a mass social service in the campus of Govt Hr Sec School Seijosa boys and girls hostel yesterday. It was participated by ADC Seijosa TR Tapu, ZPM Seijosa Anchal Samiti, Pani Tayam, PRI members HoD of various departments, students and general public.

After the social service, a coordination meeting with the general public was held under the chairmanship of the ADC Seijosa.

Speaking on the occasion, the ADC advised the students to be disciplined and hardworking as only hard work can lead to success.

ZPM Pani Tayam urged the hostellers not to destroy hostel properties.

Model College starts class

ITANAGAR, Aug 6: Much to the delight of people of Basar, Tirbin and Likabali, Model Degree College has started functioning with its available infrastructure.

Motum Nomuk who joined as Principal of the College immediately started the process of admission in July with a total intake of 371 students, with girls outnumbering the boys. Hindi, English, History and Political Science subjects are being offered to the students. However no Hindi teacher has reported till now.

ADC pays visit to govt institutions

ITANAGAR, Aug 6: ADC Sagalee Jalash Pertin alongwith ZPM, ASMs and few officials of PWD, RWD and teaching staffs inspected the entire government institutions of Leporiang circle under Papum Pare district yesterday.

During the visit, the team took stock of road blockades from Leporiang to Rachi, Leporiang to Sango, Leporiang to Ressing, Leporiang to Tabio, Leporiang to Bobia/Rupung and Langdang TAH to Mogahappa. The roads have remained closed for quite some time due to heavy landslides.

On his visit to Govt Sec School Leporiang, it was made known to him that the school is in need of PGTs for science subjects, Hindi, English and Mathematics. The CGI sheet roofing of the school needs to be replaced due to leakage. The kitchen of girl's hostel which was constructed under mid-day meal scheme is almost collapsing and needs to be reconstructed. He has appealed to the state government to provide necessary funds to meet the requirements.

The ADC Sagalee also conducted a meeting related to the Independence Day celebration at Leporiang and warned all the officials to remain in their posting place to avoid disciplinary action.

Villagers allege misappropriation

ITANAGAR, Aug 6: The people of Sibe Rite and Gengi village under Gensi Circle have alleged mis-appropriation in NHPC R/R and Social Package in regards to the Lower Subansiri Hydro Electrical Project. They have given a signed representation to the Principal Secretary, Home and Vigilance, GoAP.

Since the execution of works started by Executive Engineer (PWD), Gensi PWD Division, no quality works was ever done as per the DPR, however bills have been drawn in surreptitious manner by contractors with the officer concerned. No third party monitoring was done as required. Moreover the PWD Officials never cared about the complaint of villagers regarding grievances on kind of works so executed, it claimed of the projects being carried out with the fund provided by the NHPC as compensation for the damaged caused to the villages.

Society seeks retention of transferred officers

ITANAGAR, Aug 6: The Tungi Welfare Society has demanded that transfers of Executive Engineer, RWD, Seppa division and Assistant Engineer and Junior Engineer of Chayang Tajo sub division be stopped.

In its letter to the Superintending Engineer, RWD, seeking retention of the three officers, it said that all the projects being executed under the officials are incomplete and that their transfer would hamper its execution.

Allegations refuted

ITANAGAR, Aug 06: Refuting the recent allegations made by the Guchi, Gimba and Tungmar Welfare Society against the Tali Division PWD EE for alleged misappropriation of NLCPR funds of Rs.5.70 crores against Tamin-Tali road project, the 12th Tali Anchal Block ZPM has in a release today termed the allegations as baseless and fabricated.

The ZPM claimed that work on the said road project under NLCPR PH-II has been awarded to M/S Tunia Commercial through competitive bidding as per the terms and conditions of the CPWD manual. He further claimed that a local monitoring team consisting of ASMs of Guchi, Gimba and Tungmar led by him had also alongwith Tali Division PWD EE, PWD AE and JE, inspected the Tamin-Tali road to assess the progress of the work and found no incongruity.

While terming the allegations as politically motivated which intends to harass government officers, he further appealed all not to hinder developmental activities in the area and cooperate with the authorities to ensure the road project is completed soon.

Relief sought

ITANAGAR, Aug 06: Informing that two dwelling houses were gutted in a devastating fire accident which occurred at Tode Village under Baririjo in Upper Subansiri district on Jul 4 last, the All Maro Baririjo Area Students' Union (AMBASU) has in a release today appealed to the Upper Subansiri DC for providing immediate relief to the victims.

The Union (AMBASU) further stated that its members led by general secretary Repi Ruyi had met the DC who had assured to provide immediate assistance to the victims.

Eagle Trophy: Todo United FC beats Bamang Taji FC

ITANAGAR, Aug 6: In the first match of today's Eagle Trophy Football tournament, Todo United FC (TUFC) beat Bamang Taji FC by 1-0 goal.

Byabang Doley of TUFC scored the goal at 75 minutes.

In another match of the day, Nguri Alin of Doimukh FC scored the only goal of the match in 35 minutes making its club the winner against Arunachal Police by 1-0 goal.

Capital Complex SC will play Gora Makik SC in tomorrow's first match at 1:30 pm and the second match will be held between Nirjuli united FC and 19th Nyapin FC at 3:30 pm.

Silver Jubilee Football tournament at Aalo

ITANAGAR, Aug 6: Paktu Ete Bango Student Union's Silver Jubilee celebration football tournament began yesterday at Aalo.

Kipa Kaha, Chief Organiser Arunachal Pradesh Congress Seva Dal who kicked off the championship, appealed the youths for fair play and to say away from drugs and other addictive substances.

Kaha spoke about the initiatives of the state Govt to promote games and sports in Arunachal to be able to compete with rest of the world. He also advised the youth to take advantage of sports reservation quota by excelling in sports of their choice.

Stop playing politics

As expected the political parties have started playing politics over Naga peace accord. Today Congress president Sonia Gandhi alleged that union government signed the deal by ignoring Chief Ministers of Congress ruled states. Mrs Gandhi claimed that Chief Ministers of the state that would be directly affected were not consulted when the peace agreement was signed. She added that Modi’s government is behaving arrogantly by not taking into confidence Manipur CM, Assam CM and Arunachal Pradesh CM who will be directly affected by the peace accord.

Later BJP hit back and rejected Congress President’s allegation. Union Minister Nirmala Sitharaman accused the Congress of playing politics even on the issue of national security. She cited example of how Congress leader Ninong Ering and Asam Chief Minister had welcomed the agreement, soon after the announcement. The politics over this issue is unfortunate and avoidable. Till the details of agreement are made public, it is not in good taste to make any comment about it. The peace agreement has been signed after decade long insurgency problem which has badly affected the development of whole NE region. It is time we give peace a chance and stop playing politics over it. However, the government of India should make public the details of agreement at the earliest. Until it is made public, there will be lot of apprehension and it may whip up the emotion in the north east region.

Town needs more ATM facilities

Dear Editor,

I would like to enlighten you about the lack of ATM booths in Seppa, one of the oldest townships and head quarter of East Kameng District. Only one ATM is functioning in the town in the last five to six years; that too not working properly, leave alone 24x7 service.

In order to withdraw money from ATM one has to stand in the queue for hours. It is frustrating for the customers when one finds that after spending hours in the queue, when his/her turn comes there’s no money left in the machine. Moreover the ATM remains closed 2-3 days a week.

Sometimes the situation gets worse when people are in desperate need of money and go to ATM only to find empty machine.

Here I would like to share my experience. Last month, one of my friends was critically ill and was admitted in the general hospital, Seppa. His condition was very serious and needed some immediate medication. He approached me for some financial help. I promptly agreed and went to the ATM to withdraw some amount. But to my utter frustration, I found there was no money in the ATM. I was helpless and at the same time very angry with the situation.

The same story goes on with other people also every day. It is my sincere appeal to the concerned authority to look into the matter and initiate steps to establish few more ATM booths in Seppa Township in order to cater to the needs of thousands of customers like me. So that common people like my poor friend and me suffer no more for the need of money in near future.

Capital of Garbage

Dear Editor,

We know State govt is trying to control the spread of Dengue and JE in Pasighat but same cases will happen here in Itanagar if administration, health department and IMC (Itanagar Municipal Council) is not serious about the cleanliness in capital complex.

If Dengue and JE cases find its way to Itanagar then very rapidly it will spread and scenario will be go from bad to worse. Couple of months back a meeting was headed by DC capital complex at his office with ward councillors where they decided to pick garbage on daily basis from all collecting points, but no such activity is seen on a daily bases. Ministers and bureaucrats will be driven around in their AC cars so they will not feel the problem of common public. Now a day’s surroundings of Itanagar and Naharlagun have become very un-hygienic and un-healthy for kids and old age people. State govt is seen investing in tourism but before that they can invest in cleanliness.

Tourist will think twice whether they want to continue with their journey or leave because everywhere dustbins are packed & smelly and in many places like VIP road to Mowb-II and Raj Bhawan to Ganga, not a single dustbin is installed.

Rest of the states are following “Swatch Bharat Abhiyan” and in our state it’s a mockery of “Swatch Bharat Abhiyan”. Opposition party (BJP) may at least follow-up the mission of cleanliness started by Narendra Modi, the icon of India. Time is not so far when Itanagar will become the capital of Garbage.

For many years we have seen that most of the interview and other competitive exams in arunachal Pradesh are conducted without thinking for all the candidates. The dates for different exams usually overlapped each other. Just recently the Assistant Inspector of Tax and Excise department was conducted without giving enough time for those who have given their APPSCE exam on 25 July, as Assistant Inspector exam was on 26 July.

Search operation for missing chopper continues

ITANAGAR, Aug 06: Chief Minister Nabam Tuki this evening reviewed the search operation being carried out for the missing Pawan Hans helicopter with the Chief Secretary and senior government officials.

Vigorous search operation is going on to trace out the missing chopper under the supervision and coordination of Minister Civil Aviation Thangwang Wangham, Minister WCD Wanglin Lowangdong and MLAs Tirong Aboh and Wanglam Sawin with the assistance of Army, IAF, paramilitary forces and civil police. DIG state police, Deputy Commissioner of Changlang and SPs of Tirap and Changlang are also monitoring the search operation at their respective levels. Panchayat leaders and local people including students are actively assisting in the search operation. On request of the state government, the Government of India through its Home and Defence ministries are also extending full support and assistance in the search operation.

Despite continuous search by all agencies including the local people, there has been no trace of the missing helicopter till this evening.

In order to intensify the rescue and search operation, the Government has deputed IGP N Payang and Secretary Civil Aviation Dr B M Mishra, who will be proceeding to Khonsa tomorrow morning. In addition, DCs and SPs of neighbouring districts, Changlang and Longding, were also directed to conduct search operations in their respective areas. Overall monitoring is being done by the Chief Secretary and the DGP. While talking to this daily, Chief Secretary Ramesh Negi informed that inclement weather is making it difficult for Indian Air Force to carry out the operation. "Today also IAF chopper had difficulty in operating due to low clouds. We have sought service of those choppers which can fly at low altitude. As of now we are hoping on the ground team," said Negi.

Mechukha teacher’s death shrouded in mystery

ITANAGAR, Aug 06: Kali Bulo (27) a teacher who was found dead yesterday morning in his official residence at Mechukha was allegedly murdered.

Takar Kotin Mosu, President Tagin Cultural Society, West Siang Unit Mechukha alleged that the body of the deceased had many injury marks suggesting that there was foul play.

He also informed that yesterday at around 7.00 AM, friends of the deceased found his quarter locked from outside, when they went to see him at Teachers Colony, as the teacher did not turn up for school the day before.

They checked the attached local kitchen from where they saw the bruised body of the deceased. Later, they informed the Mechukha police station.

Police has started investigation of the case.

The body has since been handed over to the relatives.

Tagin Cultural Society has expressed its deep shock and grief over the alleged murder of the young teacher and condemned the heinous act. It appealed the law enforcing authority at Mechukha to trace out the culprit involved and award exemplary punishment. Meanwhile, condemning the alleged murder of teacher Kali Bulo, the Boh Ramo Bokar (Adi) Elite Society, Mechukha, in a representation to the West Siang Additional Deputy Commissioner urged him to direct the police personnel to find out the culprit involved in the heinous act and award exemplary punishment as per law. Demanding speedy investigation into death, the Society said "such criminal activities, which creates bad image of the Mechukha town in particular and Mechukha sub-division in general, is not excusable.”

The Arunachal Teacher Association (ATA), Aalo unit has called for speedy investigation into the death of teacher Kali Bulo who died under mysterious circumstances at Mechukha. Late Bulo was working as Assistant Teacher at Govt. Higher Secondary School, Mechukha since November 10, 2012. A native of Upper Subansiri, late Bulo was unmarried. The Aalo ATA unit deeply mourned the death of Bulo and conveyed deep sense of condolence to his bereaved family. Reports Aalo DIPRO

Assault on elderly women condemned

ITANAGAR, Aug 06: Strongly condemning the alleged physical assault on Akani Welly, wife of former Minister Atum Welly by miscreants on July 21 last in Seppa, while she was trying to resist damage to her rent house and her tenants, the Welly Welfare Society (WWS) has today sought immediate arrest of the culprits involved in the act.

In a complaint letter submitted to the Secretary Home, state DGP and SP special investigation cell and vigilance Itanagar, Welly said that at around 9 pm she was informed that a group of boys were allegedly damaging her rent house and beating up her tenants. When she reached the spot, the miscreants attacked her with an iron rod and she sustained grievous injuries to her head, face and eye.

She later went to the police station and registered an FIR against the three assaulters. However, at midnight she was summoned to the police station by SI L Buni, who, she alleged was inebriated at the moment. He allegedly intimidated to arrest her without any lady police official despite her protest. The SI allegedly called for a bribe of Rs. 20,000 in front of all police personnel and the relatives of the culprits. Later, he also set free one of the accused who was arrested from the spot without any interrogation and record. Of late, Seppa town has become a hub of criminal activities and there is no fear of law and order creating a fear psychosis among the denizens, the Society said and appealed all to refrain from helping such offenders. While lauding the Seppa police department for its prompt action in nabbing all the three assaulters, the WWS sought award of strict punishment to the culprits as per law. It also submitted a letter to the state DGP seeking immediate arrest of the now suspended Sub-Inspector L Buni for alleged misuse of his official powers.

Major reshuffle of bureaucrats

ITANAGAR, Aug 06: After a long gap, the government of Arunachal has carried out major bureaucratic reshuffle. The reshuffle was necessitated due to retirement of senior IAS officers Ganesh Koyu and transfer of KR Meena to Delhi.

Principal Secretary Labour & Employment Satya Gopal has been made new Principal Secretary Finance. Rest are as follows; Hage Khoda (Commissioner Agriculture, Horticulture & Divisional Commissioner (East)), Tajom Taloh (Commissioner to CM, PWD) & joint secretary (cabinet), Belatee Pertin (Commissioner Urban Development, Town Planning, Housing, Municipal Affairs), HK Shalla (Commissioner PHED & WS), Talem Tapok, Secretary ( Women and Child Development, SJE & TA), KJR Burman (Commissioner Power & Hydropower), Shurbir Singh, Secretary (Industry, Textiles & Handicrafts, Labour & Employment, Skill Development), TT Gamdik, Secretary (Land Management, Tax & Excise), Kapa Kholie, Secretary(Disaster management, personnel, training and reforms, lotteries), Dr BM Mishra Secretary (civil aviation, geology & mining).

Secretary Health and Family Welfare Indra Mallo has been transferred as new Secretary RD & PR, while Bolung Siram is the new Commissioner Health and Family Welfare.

Further government has also made transfer and posting of some APCS officers. Sumedha Yadav is new Director (Panchayati Raj), Bokar Basar is the Director (Rural Development), Taru Talo - Director (Industries) and B. J. Duia - Director (SIRD).

While talking to this daily a senior government official informed that besides retirement and transfer of some officers, the reshuffle has been carried out to give further fillip to the state bureaucracy. "Chief Minister wanted to ensure that whatever announcement made in the budget is implemented at the ground level. Therefore this new team of officials has been appointed and hopefully they will work together for the betterment of the people of Arunachal," said the senior official.

Dept refutes allegation of fund misappropriation

ITANAGAR, Aug 6: The Executive Engineer (E), Ziro Electrical Division, Department of Power has refuted the claims of alleged misappropriation of fund.

The Engineer clarified that fund were appropriated as allotted for asset maintenance during the financial year 2012-13 following codal formalities as per the delegation of financial power to the officers of works department under various sections of CPWD Works Manual and General Financial Rules. The department in a statement further informed that government employees were not allotted any supply orders while adding there were no withdrawal of cheque without executing work. Audit officers from Accountant General had already conducted the audit of the Divisional Office for the Financial Year upto 31st March 2015 and there were no negative remarks, the dept. further added.

Terming All Arunachal Pradesh Unemployed Union as fictitious, it informed that no member from the Union has visited the office of the Executive Engineer (E), Ziro Electrical Division for information under RTI on the issue.

It further said that the inspection vehicle was bought with the approval of the Chief Engineer (Power).

The department while suggesting to the media to verify facts and figures before publication of report, said that "misappropriation of fund does not arise and the allegation by fictitious union is totally false, concocted and fabricated to tarnish the image of the officer."

Spread intelligence network to nab culprits, MLA to police

ROING, Aug 6: Roing MLA cum Parliamentary Secretary for Horticulture, Mutchu Mithi has urged the police department to further spread its intelligence network to nab the culprits that involve in creating nuisance in the Roing Bazaar. Presiding over the meeting at Anchal Samiti hall here today which was convened to discuss issues confronting the trading community of Roing Bazaar, Mithi said, "Collective efforts of all concern is needed to solve the issues confronting the Roing Bazaar". Fear psychosis is prevailing among the traders due to occurrence of some paltry incidences in some pockets of Bazaar area, he observed.

Addressing the meeting, Deputy Commissioner Shiv Kumar said, "identification of the persons involved in creating nuisance is important and for this the local people must come forward". He further said that the Roing Bazaar Committee should play a pro-active role to look into the grievances of the trading community. He opined that complaint of any cases relating to law and order in Roing Bazaar should be made through the Bazaar Committee so that no individual trader is targeted afterwards. He also suggested that the Roing Bazaar Committee should hold monthly meeting with the City Magistrate and Police department to discuss law and order situation in the Bazaar area.

While speaking on the occasion, Zilla Parishad Chairperson, Sipi Elapra Linggi urged the DUDA Roing to improve the drainage system of the Roing township so that the garbage are not accumulated in the residential and market areas.

Rajneesh Gupta, Superintendent of Police, while assuring to look into the grievances of the trading community said that the district police is making its best efforts to restore people's belief and confidence to provide a secure and crime free environment for the traders in the district. He also assured to provide emergency numbers to all the shopkeepers as demanded by the trading community so that police can be informed immediately for quick and timely action. He further said that the tenant verification must be done for all the outsiders along with ILP checking which is an effective tool to control crime.

Habung Hailyang, DSP informed that the crime rate and accidental casualties had decreased over the last two years in the district. He called upon the trading community to report fearlessly saying, "Police have nabbed the culprits successfully whenever any such clue is given to them". He also suggested for organizing law awareness campaign in the district due to separation of judiciary from the executive.

Urban Project Officer, Tao Tadap while highlighting the existing sanitation activity plan of District Urban Development Agency sought the cooperation of shopkeepers and resident of Roing urban areas in maintaining cleanliness of the Roing township. He urged the shopkeepers not to throw garbage in the market area but to use dustbins, and throw it directly into the DUDA truck when it arrives in the bazaar area. The department also requested to look into the welfare of the sanitary workers.

Baling Yirang, Superintendent of Tax & Excise and Nini Passing, Inspector (Tax & Excise) clarified about the Entry Tax and realization of penalty by the Tax Enforcement Team.

Rajkumar Linggi, President Roing Bazaar Committee and shopkeepers also spoke on the occasion highlighting their grievances. The shopkeepers informed that though there is occurrence of petty incidences but the over all law and order scenario in the Roing market has improved over the last two years. ITANAGAR, Aug 6: The Pameng Patang FC defeated Nulu Nubu 2-1 in the ongoing Itanagar Solung Festival Football Tournament played at DNG College playground here today.

Scorers of Pameng Patang FC was Katan Tamuk (2 goals) while Karik Tamut of Nulu Nubu FC netted one goal.

In the second match, Giidi Yameng FC grounded Ngargo Yameng FC 5-1. For Giidi Yameng FC, Yon Darang scored 2 goals, Shyam Taggu (1), Tukjing (2). The only goal of Ngargo Yameng FC was scored by Ojing Tayeng.
